COST PROPOSAL SPECIALIST
Tetra Tech ARD (www.ardinc.com) an international consulting services firm has an immediate opening for a Cost Proposal Specialist at our corporate headquarters in Burlington, VT.  The Cost Proposal Specialist works under the general supervision of the Business Manager, with oversight from the Vice President of Administration.  The Cost Proposal Specialist will work closely with the technical staff in developing budget realignments and in addition cost proposals and detailed budgets for Government projects, primarily USAID.  This position also will manage the budget re-alignments through-out the life of the project. 

Responsibilities:
The primary responsibilities of the Cost Proposal Specialist include, but are not limited to, the following:
* Prepares realignment budgets in MS Excel for on-going complex long-term projects.
* Prepares budgets in MS Excel for complex long-term project proposals to USAID and other clients and negotiates contracts for these proposals.
* Prepares budgets in MS Excel for short-term task orders under USAID IQCs.
* Prepares supporting documentation to support long- and short-term cost proposal submissions, including budget narratives, certifications, financial information, etc.
* Prepare Senior Management briefings using MS PowerPoint.
* Performs other duties as requested by the Business Manager or Vice President of Administration to support the smooth operation of the business office.

Essential Qualifications:
* Bachelor’s degree in Business, Finance, Accounting or a related field required
* Very high level proficiency in MS Excel, including the development of budgets, and formula utilization.
* High level proficiency in MS Office applications.
* Speaking and reading proficiency in Arabic, French, Portuguese, Spanish or Russian desired.
* High level degree of reliability and follow-through.
* Very strong interpersonal and communication skills.
* Very strong organizational skills and high attention to detail.
* Must be comfortable working in a fast paced and sometimes intense work environment.
* Energetic and enthusiastic collaborative team player.
* U.S. citizenship or a valid U.S. work permit is mandatory.

CONTRACTS MANAGER – AFGHANISTAN PROJECTS
Tetra Tech ARD (www.ardinc.com) has an immediate opening for a Contracts Manager for our Afghanistan projects at our corporate headquarters in Burlington, Vermont.  The Contracts Manager works under the direct supervision of the Senior Contracts Manager, with oversight from the Vice President for Administration. The Contracts Manager is primarily responsible for contract and subcontract administration for USAID-funded projects with a large number of US and local subcontracts. 

This position may be located in either beautiful Burlington, Vermont, nestled on the shores of Lake Champlain between the Adirondacks and the Green Mountains and only minutes from Vermont's finest ski slopes; or in our Arlington, VA office.

Responsibilities:
Contract Compliance
* Provides support to technical staff for interpretation of client regulations, preparation of requests for approvals for project-related activities, and documentation of contract compliance.
* Demonstrates solid knowledge of contract requirements to determine approvals that must be obtained for project activities and expenditures as well as other general compliance requirements.
* Assists Project Implementation team in interpretation of regulations regarding payments to subcontractors, vendors, consultant, and project employees.
* Provides contract-specific guidelines to technical staff for compliance and general contract administration information.
*Drafts and maintains Contract Compliance Sheet which serves as a summary of contract requirements to the project Implementation team.

Contract Administration
* Maintain contract and contract approval files for contracts.
* Works with the Controller and the technical staff to determine budget realignments for assigned projects with complex Excel spreadsheets for submission to USAID.
* Provides budget oversight support on large projects to the technical staff and the Controller.
* Supports periodic budget realignments for submission to client as needed.
* Compiles quarterly and accrual reports with oversight from the Controller.
*Monitors obligated funding status and requests increases as required

Subcontract Administration
* Reviews subcontracts to be issued by the local office including budget and contract language reviews.  Tracks local subcontracts issued and obligated funding for assigned projects. 
* Guides technical staff in determining appropriate subcontracting mechanism.  Negotiates, prepares, and administers subcontracts and letters of authorization to US-based companies on projects with oversight and approval from the Senior Contracts Manager.
* Tracks subcontract spending and obligated funding. 
* Receives and approves invoices.  Codes invoices for data entry by accounts payable.
* With input from the technical staff, provides periodic review of subcontracts to insure major technical and financial deliverable acceptability.
* Works with the subcontractors to resolve financial and compliance issues. 
* Maintains project subcontract files and issues any needed modifications.
* With technical staff input, compiles consent to subcontract requests for submittal to the USAID contracting officer. 
* Provides guidance to local staff for locally issued subcontracts. 

Rate Negotiations
*Handles short term consultant rate negotiations
*Reviews Consultant rate information and certifies and signs Employee Biodata sheets as needed
*Reviews and approves project generated salaries and consultant rates.  Signs and certifies project Biodata sheets as needed

Essential Qualifications:
* Bachelors Degree, with background in business-related field.
* Minimum of 5 years of experience in federal government contracting/subcontracting 3 of which should have been with USAID
* Strong Excel skills.
* Strong interpersonal communication skills.
* Speaking, reading and writing fluency in French, Spanish, Arabic, or Dari preferred.
* High level of reliability and follow-through.
* Very strong organizational skills and high attention to detail.
* Must be comfortable working in a fast paced and sometimes intense work environment.
* Must be an energetic and enthusiastic collaborative team player.
* Knowledge of Microsoft Office.
* Must be willing and able to travel to Afghanistan and other post-conflict, developing, and transitioning countries.
* U.S. citizenship or a valid U.S. work permit is mandatory.
